Action Register

The single consolidated view of every open item blocking this project. One row per open item, ordered by criticality. This page does not duplicate the content of the specs, issues, and attribution requests it points to — it tells you what is open, who owns it, and what it blocks, and links to the full account.

Ordering principle. Seed-EPD sourcing sits at the top, because it is the path to any citable number: the calculation modules are implemented and parity-tested, and still return None, purely for want of a factor with a citation. Governance and trademark items sit at the bottom — they gate public release, not calculation.

Maintenance. Per CLAUDE.md, Step 6 of every module loop updates this page: close resolved rows, add new blockers. A session that adds a BLOCKED parameter without adding a row here is not complete.

These are the rows that stand between the tool and its first reportable result. Nothing below this section unblocks a number.

Rows with two owners are counted under each, so the column sums to more than the row count. Total rows: 44. Only 4 of them are Claude Code work — this register is overwhelmingly a sourcing-and-attribution backlog, not an implementation backlog.

The shortest path to a first reportable number

AR-01 and AR-02 together unblock lca.a4 entirely — one sourcing sub-chat against IPCC EFDB closes both, and AR-17 with them. AR-03 … AR-06 unblock the A1–A3 total. That is six rows between the current state and two complete EN 15978 modules.
